What campuses will Elementary #21, #22, and #23 relieve?

Elementary #21 will provide relief for Bill Brown Elementary. Elementary #22 will provide relief for Johnson Ranch Elementary. Elementary #23 will provide relief for both Oak Creek Elementary and Freiheit Elementary

When will the new elementary campuses open?

The new elementary schools #21, #22, and #23 will open Aug. 2025.

What campuses will Middle School #9 relieve?

Middle School #9 will provide relief for Canyon Middle School.

What will be the student capacity of Middle School #9?

Middle School #9 will be designed for 1,150 students.

How will this bond address existing facilities?

This bond will fund several projects at existing facilities in the areas of campus safety and security, campus reinvestment and campus infrastructure. For more information on the bond projects proposed for your campus, click here.

What projects are funded out of the operations budget vs. bond funds?

While some routine maintenance is funded by the maintenance and operations budget, there are not enough funds available to take care of all the facility projects without diverting funds from other areas. Comal ISD spends 81% of the operations budget on salaries and benefits for staff, leaving very little to cover capital projects like the ones proposed in this bond.

What is the difference between a capital expense and operating expenses?

Capital expenditures are the cost of purchasing and/or constructing assets that have a useful life that extends over multiple years. Bond proceeds are used to fund capital expenditures such as construction, acquisition and equipping of facilities. Operational expenditures are daily operating costs such as payroll, services and supplies to operate the district.

Why does Davenport High already need additional facilities?

The additional facilities at Davenport High such as the Athletic Fieldhouse, Stadium Expansion, and Tennis Court Facility are part of the campus' Phase II construction plan, which was proposed in Bond 2017. Due to the faster than expected growth in the area, this phase is needed earlier than originally projected.

This phased approach was put in place before the Senate Bill 30 requirement was put in place which requires certain projects to be included on separate bond propositions statewide. This is why you are seeing these projects on the ballot again.

Why does Canyon Lake High School need a stadium expansion?

The CLHS stadium expansion addresses a significant safety issue. Currently, the stadium only has one exit point, which poses a problem in the event of an emergency evacuation. The reconfiguration will provide additional seats as well as multiple exit points to ensure a safer, more efficient flow of foot traffic.

Won’t the technology be outdated by the time Comal ISD pays off the bond money?

The district sells bonds that mature at different times, so bond expenditures for items with a shorter lifespan, such as computers, are paid off before the purchase becomes obsolete. All bonds for technology devices will be paid off within five years.

Why is the bond package split into three propositions?

Senate Bill 30, which was passed in the 2019 legislative session, requires certain types of projects to be broken out into separate propositions. Because of this, the following purposes are required by law to be stated in separate propositions on the ballot:

  1. The construction, acquisition, or equipment of a stadium with seating capacity for more than 1,000 spectators;​

  2. The construction, acquisition, or equipment of a natatorium;​

  3. The construction, acquisition, or equipment of another recreational facility other than a gymnasium, playground, or play area; ​

  4. The construction, acquisition, or equipment of a performing arts facility;​

  5. The construction, acquisition, or equipment of housing for teachers; and​

  6. An acquisition or update of technology equipment, other than equipment used for school security purposes or technology infrastructure integral to the construction of a facility.

Will those aged 65 or older be impacted?

No. The state freezes taxes on resident homesteads the year a taxpayer turns 65, as long as the homeowner remains in the same residence and does not make major improvements.

Is Comal ISD in a strong financial position to sell bonds?

Yes. The district has historically been given favorable ratings from multiple bond rating services. These ratings are based on the district having a strong fund balance and proactively managing its debt. Comal ISD bonds are also supported by the Texas Permanent School Fund. ​
